Military C Vehicle Capability (Private Finance Initiative)

Key Benefits

  • Over 1500 operators and 1100 maintainers trained on over 40 different equipment types
  • Ability to respond to changing requirements in reduced time frames
  • Agile, flexible and rapidly deployable training capability
  • Integrated, single source and fully documented training solution

Background

‘C Vehicle’ is the term for construction vehicles, plant and equipment that is typically used by the military for 20110607015323-DSCN2847.JPGengineering projects and equipment/material handling. This group of vehicles include cranes, excavators, bulldozers, and mechanical handling equipment, such as rough terrain forklift trucks and telehandlers.

Formed with the sole purpose of delivering the C Vehicle programme, ALC is an example of partnering at its best. An equal partnership between Amey and Babcock, ALC’s mission is to ensure all stakeholders have total confidence in the capability ALC provides to the Ministry of Defence.

As part of PDM’s on-going support to ALC, their in-house team of professional, fully qualified training specialists provide equipment specific Training Needs Analysis (TNA), training design and delivery for operators and maintainers of the British Army’s new C Vehicle fleet. This includes ALC Customer Support Engineers, military and civilian instructors and unit based personnel from the Army, RAF and RN; at locations convenient for the customer in the UK, Germany and as far as the Falkland Islands.

As a requirement of the Equipment Replacement and Refurbishment Programme (ERRP), ALC will provide nearly 1800 completely new pieces of equipment over the 15-year life of the Private Finance Initiative (PFI) contract and PDM will support them with a full training capability.

Outcome

During the last two years, PDM has supported a number of protected C Vehicles acquired as Urgent Operational Requirements (UOR) and in doing so, reduced the time routinely required to develop equipment specific TNA, course design and delivery by over 40%. PDM was also able to deliver UOR courses as part of Pre-Deployment Training (PDT), at unit locations, and to in-service instructors to allow the continuation of a steady state solution.

In recent months, PDM has taken on responsibility for training Army and RAF maintainers of the Rough Terrain Container Handler (RTCH) from Kalmar.

Hamish Knox, Managing Director at ALC said, "Unquestionably, PDM’s wealth of knowledge and experience of developing and delivering training solutions for defence procurement projects has been important in ALC’s success to date in one of the most ambitious and demanding procurement programmes currently being delivered within the defence community. Most importantly, the PDM team has demonstrated that they understand the bigger picture and as a result have shown the foresight needed to develop and explain a strategy for delivering the training products which has helped the MoD’s training specialists make decisions much earlier than otherwise would have been possible”.

Whilst PDM utilises traditional methods and media to deliver C Vehicle training, where appropriate, they also take a blended approach and have introduced learning technologies to provide additional value for money. This involves using e-learning software to develop modules that can be presented in the classroom, on personal computers or on mobile devices to enhance the learning experience and to improve retention of knowledge and skills.

“Throughout the tender process the ability of PDM Training Solutions to develop a comprehensive training package was a significant factor in the decision to award Preferred Bidder status to ALC. PDM has fully justified its position as a quality provider of defence based training services and we very much look forward to a long-term partnership with them.”
